This statue looks a bit like a cat to me (I might be wrong though), but what I don't get is: Why a cat? when Mongolians hate them? and see them as a bad luck sing?

That's not a cat per se, it's a tiger (which is one of the Four Strong Animals and therefore a symbol of strength).
